Regarding Todd Harris missing the tackle on the sideline, my impression, he was rusty, and he misjudged the speed of Hill going full speed up the sideline. It looked to me like he thought he could get over and make the tackle, Hill got along side him faster than he thought, and he had to make a lunge at him that didn't work. Related to coming back from his injury, very well could be. But I thought he misjudged the speed of the runner. He may have also been afraid if he came over too quick to the sideline that Hill would cut to the center of the field and leave him behind.
